If there is no outward change in a person's behavior after one surrenders their life to Christ then there is no rebirth.
"Examine yourselves, to see whether you are in the faith. Test yourselves. Or do you not realize this about yourselves, that Jesus Christ is in you?—unless indeed you fail to meet the test!"

But if we walk in the light, as he is in the light, we have fellowship with one another, and the blood of Jesus his Son cleanses us from all sin.

Want to know if someone else is "born again?"
If someone "says" they are born again yet is
"offended"
by hearing the gospel,
then they are probably not really saved.
The gospel is "a rock of offense"
to those who are perishing.
(1 Peter 2:8)
Another sign to test if someone is born again:
When difficulties come, someone who is born again will draw closer to God.
Someone who is NOT born again will shake their fist at God and will blame God.
When born again, the Bible becomes precious to you:
"since you have been born again, not of perishable seed but of imperishable, through the living and abiding word of God;"

The Bible calls being Born Again a Living Hope:
"Blessed be the God and Father of our Lord Jesus Christ! According to his great mercy, he has caused us to be born again to a living hope through the resurrection of Jesus Christ from the dead,
to an inheritance that is imperishable, undefiled, and unfading, kept in heaven for you,
who by God's power are being guarded through faith for a salvation ready to be revealed in the last time.
In this you rejoice, though now for a little while, if necessary, you have been grieved by various trials,
so that the tested genuineness of your faith—more precious than gold that perishes though it is tested by fire—may be found to result in praise and glory and honor at the revelation of Jesus Christ.
Though you have not seen him, you love him. Though you do not now see him, you believe in him and rejoice with joy that is inexpressible and filled with glory,
obtaining the outcome of your faith, the salvation of your souls."
